CHARLOTTE, N.C. (AP) — A longtime North Carolina Baptist minister is running again for a congressional seat in a district where he almost upset the incumbent last year. The Rev. Mark Harris announced plans to seek the 9th Congressional District Republican nomination again in 2018.
