FLINT, MI - Flint City Councilwoman Jackie Poplar says there's only one word to describe the state's move to shut down the water distribution site in her ward: "appalling." "I am totally appalled," Poplar, who represents Flint's 2nd ward, told MLive-The Flint Journal.
