CITY OF SAN FERNANDO - Zelinda Barrios-Soto officially assumed the helm of the Quota International (QI) of Pampanga during the recent 22nd Induction of Officers and Members of the club at the Woodgrove Park here. Soto succeeded lawyer Pastor Myrna Canlas who ended her two-year term. Soto was also former president of the club in 2012.
